Why are "A New Dawn" blind bag packs so hard to find in the wild?

Why are "A New Dawn" blind bag packs so hard to find in the wild? I've been looking and looking for them in the wild, but can't find any to finish my set. I just don't want to fool with scalpers on Evilbay. I could spend hundreds and still not get what I need. Was that series limited?

I'll be honest, a lot of the more recent Mystery and Hero figures have been tricky out here. Some of which I never found in person and only got from sellers

Theyre from 2 years ago. Sometimes targets have them but online retailers/sellers are really your safest bet
