Really, I feel like a character customizer for each line would be perfectly fine. Maybe even multiple, like for Halo there can be a UNSC one and a Covenant/Banished one. That way we can make custom Spartans and Brutes as profile pictures the same way they do the Destiny customizer.
If they just let people upload images, people would upload photos unrelated to Mega.
