405th Gregor isn't technically actually a Spartan, subtly shown in my "The Call of Memory" post by the fact that the faded memory of his beginnings show him in normal explorative gear. He wears Spartan armor that he scrapped together while trapped with the 405th, but he never got the physical enhancements they did. He started out as sort of an inventor with a bit of combative background.
To answer your question from the Gallery topic, Gregor actually is canon. I thought he was a Spartan at first, so I had to make an exception to my 1 Spartan only rule to make him canon. By the way, he actually is in the timeline of important events on [REDACTED], He shows up on August 15th, 2559, and leaves some time before September 30th, 2559 after fixing the his specific Starlight Key. He returns to the story after that point at _____, depending on how you decide to write him.
Also, how do you want to do the Starlight Keys in the overall story? Your character has one, the main villain has one, and I have another currently unnamed character that I need to prototype who has one. Did Gregor invent them or did he find a way to jump dimensions and discovered his key during his travels?

1. If you have seen the 405th Gregor post from SpartanGregor113, the 405th portal is a beefier version of that with room for a couple of those odd power sources (portrayed by glowsticks) on either side. (I'll see if I can build one up in the next couple of days). The portal room is located behind one of the collapsed structures in the underground warehouse that Doc, Specialist Hooke, and the unnamed Marine found, so it's covered in rubble and only lit by some portable floodlights at the front of the room, by the doorway to the rest of the warehouse. The portal sits at the back of the room, damaged, but repaired just enough by the Riftward Traveler to be functional again. Can you tell by my description that I play D&D?
2. Depends on the branch of the 405th. The 405th are spread out over the planet and communication is down until the planetary communications relay is repaired, so most of the 405th is in the dark about the odd goings on at the New Orion Research Outpost. The 405th has five major subgroups, and only the one based in New Orion know about the portal. That's the group with Lt. Heston, Doc, and Hooke. That's also the smallest segment of the 405th, with 45 active soldiers. They have already had people come through the portal though (Gregor, three Guardians, A small squad of Joint Task Force Sierra Elites and Marines, and a couple of Pilots with their Titans). If another person showed up to the New Orion 405th, it would be more of an aggressive Friend-or-Foe reaction. I don't know how the non-New Orion 405th would react. If the traveler appeared Human, it
probably wouldn't end badly?
I have left you with two story paths, so feel free to take the one you want. Also, there are other portals that haven't been discovered by the 405th or ONI yet.
