As for Spartans, things were changed for them. After the war was finished, they had no reason to stay in the UNSC, but nowhere to go in the real world, so a pact was passed out to give each Spartan a choice: Stay in the UNSC or leave and have a life. Many stayed behind, but a few left to experience the world.
