Intelligent-Life Coalition
After months spent tracking down the elusive Post Human Union leader, Nato Greavesy, sent in accordance with the Civilian Defense Taskforce, Srgt Green found him and attempted to form an alliance between the CDT and PHU. Even though CDT superiors had said it would be a waste of time, they still let him go. As a mutant himself, the Sergeant thought he could convince Nato. He was wrong. Nato repeatedly said how mutants were better adapted to survive in the wasteland and that the CDT were viewing the mutants as creatures in need of protection. Srgt. Green tried to convince Nato that this was not so. The Srgt gained a terrible mutation causing him to only be able to breath pure oxygen. Without the help of human ingenuity, he would be dead. Neither Nato nor Green could be swayed by the others rhetoric. Srgt. Green left Nato in peace and wished him the best of luck. Although the alliance hadn’t been formed, Srgt. Green realized a few key things about the PHU:
1: Nato and the PHU believe that they are the only possible future. A world dominated by mutants.
2: Mutants should be treated as superiors, not merely equals. All unadapted humans should be considered inferior.
3: It was ALL of humanities fault that the previously known world was ended, not just whoever caused this.
4: The PHU will fight the CDT, if the CDT opposes them. And that opposition will come when the CDT humans are asked to bend knee to mutant rulers.
With these new realizations, Srgt. Green saw that the CDT couldn’t last forever. The Civilian Defense Taskforce didn’t seem to be working toward any form of stable government. Both USRC and PHU seemed to have long term goals of forming the types of government that they saw fit. An exclusively human democratic-republic like before the Wasteland and a Mutant Oligarchy, in which fit mutants rule. Even the SSR seem to at least be planning something for the future, probably a sadistic communist regime. The CDT had no such goals that Green knew of. They seemed to just be helping people stay alive, and trying to stay alive themselves. And so formed the idea of the Intelligent-Life Coalition, or ILC. The purpose of this coalition would be to start reforming the government in North America. Under this coalition, humans and mutants would be treated equally, but not the same, as the needs and contributions to society of each mutant and human are very different.
Several months and many missions later, Green presented his idea to Sergeant Major Angelica Diesel.

My original idea for the contest was either the Human/Mutant Coalition or the Mutant/Human Coalition. This idea was discarded and replaced by the ILC (Intelligent-Life Coalition) so that humans didn’t come before mutants or vice versa. Also this new form of government would easily accept aliens, should they be “intelligent-life”
