I'm pretty sure when 343i took over from Bungie they decided to base Halo 4 off of the Halo Reach game engine hence why no dual wielding. This and they just dont seem interested in bringing it back for balancing issues.

this dude didn't like them so after halo 3 all dual wielding came to a stop witch im am still sad for so i hope halo infinite has dual wielding

To my understanding it was always an issue of weapon balancing, though to remove such a neat feature outright rather than simply disabling it for competitive gameplay is just beyond frustrating.
