Mendicant Bias. He was intended to be the forerunners greatest weapon against the flood, but the gravemind infected him with the logic plague. He can be found in halo 3 terminals, and the halo 2 soundtracks "Mausoleum Suite" and "Cryptic Whisper"

That question is rather vague for an absolutely accurate answer, I'd personally say Mendicant Bias, but you could argue 2401 Penitent Tangent, or Cortana for that matter.
