@JoetheMarine99 contest: Arbiter

I bet most of everyone has seen the Halo 2 Anniversary cut scenes, if you have do you remember the one when Thel 'Vadam became the arbiter? Remember all the coffins of past Arbiters? That's where I got inspired, I made this guy through pure imagination. We never go to see what many of the past Arbiters looked like in armor so I thought I'd try to make something that one may have worn, of course it's to the preference of the Arbiter I made.
