Their goal is not to defend Sanghelios, but to defend the galaxy from the biggest threat of all

The initiation is rigorous and only the best are selected to be in this elite force.
Their responsibility's include quickly responding to a containment breach or outbreak and prevention of the formation of graveminds and destroy any data the flood could use against the galaxy.
Should the flood be discovered in forerunner ruins etc they will be the disposal team that will destroy any flood biomass, forms or super cells being stores there.
They where created after the Human Covenant war incase something like the fall of high charity happened again.
